OPERATIONAL UNIT FOR CONTROL OF BUILDINGS, MATERIAL RESEARCH AND REPAIRS

Our team deals with various matters. Basically it deals with the entry into the town and the inspection of the buildings and management of the reconstruction.

We are speaking mainly about the fenced city. Of course, Famagusta is not only the fenced city, but we are dealing with that part of the city that requires controls and management. The fenced city has changed over these 40 years; we can see this on the Google satellite pictures, we can see the differences.

The fenced city is made up of the coastal front and the area at the back of the city, which has different characteristics. Over the years, the city has created a unique ecosystem that is worth studying; it has created the laboratory that Nikos Mesaritis spoke of earlier – regarding the behaviour of the materials and the abandoned buildings, the lack of maintenance – and it also provides an important field for research into people’s memories which have been imprisoned for 40 years. There is of course a need to connect the inhabitants with their memories in the reality of the fenced city. All thesethings must be recorded and documented, since they will constitute valuable material.

The resettlement procedures do not have to wait until we enter the city. Studies are being conducted on the data, the inhabitants’ positions must be recorded, and we must shape a vision on the role of the city.

This is the purpose of the emergency plan. The basic aim is to ensure safe access and delivery to the inhabitants. Emergency infrastructures must be created and the municipal authorities must be established in the city so that they can operate from then on.

There are long-term hazards in this effort: delays in the return, delays in development, failure of economic activity, lack of balanced development.

There are medium-term hazards: hasty settlement, unsafe restoration of buildings, lack of programming in interventions, delays, etc.

We are dealing first with the other hazards. What we will find there, the land mines, traps, unexploded missiles, destroyed roads – matters that must be solved before the inhabitants can enter.

The first thing we must do is a quick inspection to ensure safety of access so that the buildings to be handed over to their owners. The inspection teams will not make decisions regarding demolitions.What we will have to do is organise the teams by drawing up a list of engineers and forming teams of three, and divide the city into sections so that each team can have its own area to inspect and move on.

Each team can inspect about 5 buildings a day. If there are about 1500-2000 buildings, we will need 20 three-member teams in order to complete the task in a month. You can appreciate the enormousvolume of work that must be done. It is not a simple thing that can be completed in a week.

The teams of three will consist of at least one experienced civil engineer, and it is desirable to have a second civil engineer and an architect – there is an issue regarding the equipping of these teams.

We will now go on to the reconstruction regulations, where permits will be required for repairs and restoration, permits for demolition and construction of new buildings. There is guidance from thestate regarding the degree and manner of implementation of the requirements and new regulations – for example fire-protection and anti-seismic construction.

The role of the state is to guide and not impose. The owners themselves must decide about the fate of their properties, while following a few simple rules. It is essential to have quick responses by the state on the matter of permits. Special mention must be made to Famagusta Municipality. It represents the citizens and must take over the city; it must establish itself and begin to undertake the powers of a working municipality to the extent that it is able to do so.

The demolitions and repairs are very important. As I said, the inspection teams do not decide on the demolitions – the owners will appoint their own engineer. What must be said is that we must not be afraid that the state will come in and demolish buildings; on the contrary, the role of the state must probably be to see which buildings must be preserved in order to preserve the nature of the city.

The other thing our team will do is to guide the engineers in connection with the reconstruction. An engineer who undertakes to reconstruct a building must have guidance and we are preparing a manual/practical guide, which we hope will be published in 2017, in order to help the engineers make their decisions. It goes into quite a lot of detail regarding what we believe should be done.

Guidance is also needed for decision-making. This is perhaps the most crucial point, where an engineer must decide what to do, how to reconstruct the building.

I will close as I always close my presentations on Famagusta, with a hymn to technology which goes beyond death and destruction.

Good morning.

I will speak very briefly, owing to the lack of time, to the primary inspection of the buildings, which is part of the work our team has been doing.

As Themos Demetriou has said, the first inspection of buildings has nothing to do with classifying the buildings or issuing instructions as to whether they should be demolished or anything else. The final decision is with the owner. The first inspection aims at checking whether access to the buildings is safe. If it is not, the owner will be notified.

In addition, in parallel to the inspections to be made by the team of engineers, a record will be made of information regarding the types of buildings – stone-built, concrete, metal, number of floors, whether there is a basement or not, etc – which will be supported by photographs. A study is taking place to ensure that these inspections are done electronically and the observations and photographs will be sent immediately to an electronic file. This is a matter under examination.

We have prepared a form that will be given to the teams of engineers who will carry out the inspections, so that the various data can be recorded – as you can see – I won’t go into detail. Another area we have undertaken is to train the engineers who will do this work, in connection with both the methodology to be followed and the dangers they will encounter during their inspections and the safe performance of their work. As Themos Demetriou said, there might be unexploded missiles, pits, elements from buildings about to fall down.  For all this a methodology will be created for safe work, written hazard assessments, which will be transmitted to the teams of engineers so that they will be prepared and experienced to do their work.

Good morning from me as well.

I will speak about a practical matter: the management of waste from excavations, construction and demolition. I will say first that it is the owners’ right to decide what to do with their buildings, but we can all understand that a significant volume of solid waste will be produced, which must be managed. I will remind you that there is a national target and commitment that by 2020 all waste must be collected and 70% must be recycled. I will also point out and underline that a correct waste management means the saving of a number of mountains, and as you all know, we don’t have many of those available. We have the 2011 law which was amended in 2013 and provides for the management of this type of waste. There are licensed plants – at least 4 so far: one in Larnaca, two in Limassol and one in Nicosia, which recycle waste. There are many companies that collect waste. Unfortunately, the picture a short time after the law was enacted was the one you can see – not the one on the left – that one is to do with sorting, is of a mountain of rubbish. It is important to set a strategy for managing waste. There needs to be primary evaluation, in order to sort the waste into different categories; for example, the materials must be separated. Concrete contains large quantities of chlorides. Recycling plants must be licensed close to the production area, for example, Larnaca or Limassol. And Irepeat and underline, the materials must be recycled. This can be done – for example, the asphalt mixtures can be reused on the roads. We will also recycle the concrete – break it up and convert it to aggregates and reuse it. The European standards include this possibility and allow the recycling of these materials. If we decide to do this and implement it, we add value to these materials, therefore we have an incentive to use them. Of course, this is not just a theory; at least at Cyprus University, and I imagine at other universities also, we have tested the reuse of aggregates in concrete. On thetop table you can see the tests performed and below we see the production of concrete materials which have both mechanical and strength characteristics which, I repeat, enable us to use them in construction.

Finally, I would like to stress that we do not wish to create mountains of waste and we do not want to use up whole mountains to use in our constructions.

 

 

BİNALARIN DENETİMİ, MALZEME ARAŞTIRMASI VE ONARIM İÇİN OPERASYONEL BİRİM

Ekibimiz çeşitli konularla ilgilenir. Temel olarak, kente giriş ve binaların denetlenmesi ve yeniden inşanın yönetimi ile ilgilenir.

Çoğunlukla dikenli telle çevrili kent hakkında konuşuyoruz. Tabii ki, Mağusa sadece dikenli telle çevrilmiş kent değil, kentin denetim ve yönetim gerektiren kısımlarını da ele alıyoruz. Bu 40 yıl boyunca dikenli telle çevrili kent değişti. Bunu, Google uydu resimlerinde görebiliriz, farklılıkları görebiliyoruz.

Dikenli telle çevrili kent, kıyı şeridinden ve kentin arka tarafındaki farklı özelliklere sahip alandan oluşmaktadır. Yıllar boyunca, kent araştırmaya değer benzersiz bir ekosistem yarattı. Nikos Mesaritis’in, malzemelerin ve terk edilmiş binaların davranışları, bakım eksikliği ile ilgili olarak daha önce bahsettiği laboratuvarı yarattı. Burası, aynı zamanda 40 yıldır hapsedilen insanların anılarını araştırmak için önemli bir alan sunuyor. Elbette, anıları olan kent sakinleri ile dikenli telle çevrili kentin gerçekliği arasında bir bağlantı kurma ihtiyacı vardır. Tüm bunlar, değerli malzemeler oluşturacakları için, kaydedilmeli ve belgelenmelidir.

Yeniden iskân prosedürleri, kente gireceğimiz zamana kadar beklemek zorunda değildir. Veriler üzerinde çalışmalar yürütülüyor, sakinlerin konumları kaydedilmeli ve kentin rolü üzerine bir vizyon şekillendirmeliyiz.

Acil durum planının amacı budur. Temel amaç, kentin sakinlerine güvenli erişim ve teslimat sağlamaktır. Acil durum altyapıları oluşturulmalı ve belediye makamları kentte kurulmalı ve böylece o andan itibaren faaliyet gösterilmelidir.

Bu çabada uzun erimli tehlikeler vardır: geri dönüşteki gecikmeler, kalkınmadaki gecikmeler, ekonomik faaliyetlerin başarısızlığı, dengeli kalkınma eksikliği.

Orta erimli tehlikeler vardır: aceleci yerleşim, binaların güvensiz restorasyonu, yapılacak müdahalelerde programlama eksikliği, gecikmeler vb.

İlk önce diğer tehlikelerle uğraşıyoruz. Orada bulacağımız şey, kara mayınları, tuzaklar, patlamamış füzeler, tahrip edilmiş yollar gibi, kentin sakinleri girmeden önce çözülmesi gereken meselelerdir.

Yapmamız gereken ilk şey, binaların sahiplerine teslim edilmesini sağlamak için, erişim güvenliğini sağlamak için hızlı bir denetlemedir. Denetim ekipleri, yıkımlarla ilgili karar vermeyecektir. Yapmamız gereken şey, mühendislerin bir listesini oluşturarak ve üç kişilik ekipler oluşturarak, ekipleri örgütlemek ve kenti, her ekip kendi alanına sahip olacak şekilde, bunu denetleyip, ilerlemesi için bölümlere ayırmaktır.

Her ekip, günde yaklaşık 5 binayı denetleyebilir. Yaklaşık 1500-2000 bina varsa, bir ay içinde görevi tamamlamak için 20 tane, üç kişilik ekibe ihtiyacımız olacaktır. Yapılması gereken muazzam iş hacmini, takdir edebilirsiniz. Bir haftada tamamlanabilecek basit bir şey değil. Üçlü ekip içinde, en az bir deneyimli inşaat mühendisi olacak ve ikinci bir inşaat mühendisi ve bir mimarın bulunması arzu ediliyor. Bu ekiplerin teçhiz edilmesiyle ilgili bir sorun vardır.

Şimdi onarım ve restorasyon için izinlerin, binaların yıkılması ve yeni binaların inşası için izinlerin gerekli olduğu, yeniden inşa yönetmeliklerine gideceğiz. Örneğin yangından koruma ve deprem karşıtı inşaat gibi ihtiyaçların ve yeni yönetmeliklerin uygulama derecesi ve şekliyle ilgili olarak, devletten rehberlik yapılmaktadır.

Devletin rolü, zorla yaptırmak değil, yol göstermektir. Birkaç basit kuralı izleyerek, mülk sahiplerin kendileri, mülklerinin kaderini belirlemeleri gerekir. Ruhsatlar konusunda devlet tarafından hızlı yanıt verilmesi şarttır. Mağusa Belediyesi’ne özel bir atıfta bulunulmalıdır. Belediye, yurttaşları temsil ediyor ve kenti ele geçirmelidir. Belediye, kendi yapısını kurmalı ve bunu yapabildiği ölçüde çalışan bir belediyenin yetkilerini üstlenmeye başlamalıdır.

Yıkımlar ve onarımlar çok önemlidir. Dediğim gibi, denetim ekipleri yıkımlara karar vermeyecek, mülk sahipleri kendi mühendislerini atayacaklardır. Söylenmesi gereken, devletin binalara girip, onları yıkacağından korkmamamız gerektiğidir. Aksine, devletin rolü, kentin doğasını korumak için, hangi yapıların korunmasının gerektiğini görmek zorundadır.

Ekibimizin yapacağı diğer şey, mühendisleri yeniden inşa ile bağlantılı olarak yönlendirmektir. Bir binanın yeniden inşasını üstlenen bir mühendis, rehberliğe sahip olmalı ve mühendislerin kararlarını vermelerine yardımcı olmak için, 2017 yılında yayınlanacağını umduğumuz bir el kitabı veya pratik rehber hazırlıyoruz. Bu rehber, yapılması gerektiğine inandıklarımızla ilgili, oldukça fazla ayrıntıya girmektedir.

Rehberlik, karar verme için de gereklidir. Bu, belki de, mühendisin neyin yapılacağına, binanın nasıl yeniden inşa edileceğine karar vermesi gereken en önemli noktadır.

Mağusa hakkındaki sunumlarımı, ölüm ve yıkımın ötesine geçen bir teknoloji ilahisi ile kapatacağım.

Ekibimizin yapmakta olduğu işin bir parçası olan binaların birincil denetimi hakkında, zaman eksikliği nedeniyle, çok kısa konuşacağım.

Temos Dimitriyu’nun dediği gibi, binaların ilk incelemesinin, binaları sınıflandırmakla veya yıkılması gerekip gerekmediğine dair talimatlar vermekle bir ilgisi yoktur. Son karar, sahibi ile birlikte verilir. İlk inceleme, binalara erişimin güvenli olup olmadığını denetlemeyi amaçlamaktadır. Güvenli değilse, sahibi bilgilendirilecektir.

Ayrıca, mühendisler ekibi tarafından yapılacak denetimlere paralel olarak, bina tiplerine göre -taş, beton, metal, katlarının sayısı, bodrum katı var mı, yok mu, vb.- bilgiler kayıt edilecek ve fotoğraflarla desteklenecektir. Bu denetimlerin elektronik ortamda yapılmasını sağlamak için bir çalışma yapılmakta olup, gözlemler ve fotoğraflar derhal bir elektronik dosyaya gönderilecektir. Bu incelenmekte olan bir konudur.

Denetimleri gerçekleştirecek mühendis ekiplerine verilecek bir form hazırladık. Böylece çeşitli veriler kaydedilebilecek – görebildiğiniz gibi – ayrıntıya girmeyeceğim. Üstlendiğimiz bir diğer alan ise, bu çalışmayı yapacak mühendisleri, hem izlenecek metodolojiyle, hem de denetimleri sırasında karşılaşacakları tehlikelerle ve işlerinin güvenli performansı ile ilgili olarak eğitmektir.

Temos Dimitriyu’nun dediği gibi, patlamamış füzeler, çukurlar, binalardan düşme eğilimi olabilen unsurlar olabilir. Tüm bunlar için, güvenli bir çalışma için, mühendislerin ekiplerine gönderilecek yazılı tehlike değerlendirmeleri için bir metodoloji oluşturulacak.  Böylece mühendis ekipleri işlerini yapmak üzere hazırlanacak ve deneyim kazanacaktır.

Pratik bir konu hakkında konuşacağım: Kazı, inşaat ve yıkımdan kaynaklanan atık yönetimi. İlk olarak, binaları ile ne yapacağına karar verme hakkının, sahibine ait olduğunu söyleyeceğim. Ancak, üstesinden gelinmesi gereken önemli miktarda katı atık üretileceğini hepimiz de anlayabiliriz. 2020 yılına kadar tüm atıkların toplanması ve % 70’inin geri dönüştürülmesi gerektiğini, ulusal bir hedef ve taahhüt olduğunu hatırlatacağım. Doğru bir atık yönetiminin, bir dizi dağın kurtarılması anlamına geldiğini ve hepinizin bildiği gibi, bu dağlardan bizde çok fazla bulunmadığını da belirtmek isterim. 2013 yılında değiştirilen 2011 tarihli yasaya sahibiz ve bu tür atıkların yönetimini sağlıyoruz. Atıkları geri dönüştüren lisanslı tesisler vardır – şu ana kadar en az 4 tane: biri Larnaka’da, ikisi Leymosun’da ve biri Lefkoşa’dadır. Atık toplayan birçok şirket vardır. Ne yazık ki, yasanın çıkarılmasından kısa bir süre sonra, işte bu şimdi gördüğünüz resim,  -soldaki değil, o atıkları tasnif etmekle ilgilidir- bir çöp dağını göstermektedir. Atık yönetimi için bir strateji belirlemek önemlidir. Atıkları farklı kategorilere ayırmak için birincil değerlendirme yapılması gerekmektedir; örneğin, malzemeler ayrılmalıdır. Beton çok miktarda klorid içerir. Geri dönüşüm tesisleri, üretim alanına yakın bir yerde, örneğin Larnaka veya Leymosun’da ruhsatlandırılmalıdır.

Ve tekrar ediyorum ve altını çiziyorum, malzemeler geri dönüştürülmelidir. Bu yapılabilir – örneğin, asfalt karışımları, yollarda tekrar kullanılabilir. Ayrıca betonu da geri dönüştüreceğiz – ayırıp, bunları agregalara dönüştüreceğiz ve yeniden kullanacağız. Avrupa standartları bu olasılığı içerir ve bu malzemelerin geri dönüşümüne izin verir.
