Ayr\u0131ca Liman\u0131n turizm potansiyeli olarak kullan\u0131lam\u0131yor olmas\u0131 ve yerel\/k\u00fclt\u00fcrel \u00fcretimlerin giderek yok olu\u015fu da \u015fehir ekonomisindeki zorluklar olarak ortaya konmu\u015ftur.<\/li>\n<li>K\u00fclt\u00fcrel Miras ve Planlama alan\u0131nda ise, Mali kaynak s\u0131k\u0131nt\u0131s\u0131n\u0131n olmas\u0131, restorasyonlarda kullan\u0131lacak \u2018ta\u015f\u2019 i\u00e7in ta\u015f oca\u011f\u0131 sorunlar\u0131, Acil afet durumlar\u0131na y\u00f6nelik \u00f6nlem eksikli\u011fi, Suri\u00e7indeki yap\u0131lar\u0131n k\u00f6t\u00fc kullan\u0131m\u0131 ve uygunsuz eklerin yap\u0131lmas\u0131 ve denetlenmemesi, baz\u0131 yap\u0131lar\u0131n Restorasyonu tamamlansa bile devam\u0131ndaki fonksiyon eksikli\u011fi\/kullan\u0131lmamas\u0131,<\/li>\n<li>Y\u00f6neti\u015fim de ise; siyasi erkten ba\u011f\u0131ms\u0131z bir komite eksikli\u011fi ve yerel y\u00f6netimlerde koordinasyonlar\u0131 \u00fcstlenecek bir birimin eksik olu\u015fu ve b\u00fct\u00fcnc\u00fcl bir planlama olmamas\u0131 zorluklar olarak vurgulanm\u0131\u015ft\u0131r.<\/li>\n<li>Ula\u015f\u0131m olarak, otob\u00fcs indirme-bindirme noktalar\u0131n\u0131n eksikli\u011fi, bisiklet yollar\u0131n\u0131n yeterince tan\u0131ml\u0131 olmamas\u0131, a\u00e7\u0131lan s\u0131n\u0131r kap\u0131lar\u0131ndan suri\u00e7ine ula\u015f\u0131m\u0131n olmamas\u0131na de\u011finilmi\u015ftir.<\/li>\n<li>Yap\u0131land\u0131r\u0131lm\u0131\u015f \u00e7evre ba\u015fl\u0131\u011f\u0131 alt\u0131nda ise; kentsel tasar\u0131m ve \u00f6zg\u00fcn doku i\u00e7erisinde, yeni yap\u0131lacak- mimariyi y\u00f6nlendirecek- kentsel tasar\u0131m rehberlerinin olmamas\u0131, konutlar\u0131n yenilenmesi a\u015famas\u0131nda veya bilin\u00e7siz yap\u0131lan eklerde dil birli\u011fi eksikli\u011fi olu\u015fu, kald\u0131r\u0131m i\u015fgalleri, kamusal tuvalet alanlar\u0131n\u0131n yetersizli\u011fi konular\u0131na de\u011finilmi\u015ftir.<\/li>\n<\/ul>\n<p>\u201cS\u00fcrd\u00fcr\u00fclebilir altyap\u0131s\u0131yla, duyarl\u0131 bir turizm modelini benimsemi\u015f (k\u00fclt\u00fcrel turizm, k\u00fclt\u00fcrel-miras turizmi, inan\u00e7 turizmi, liman turizmi, \u00f6zel ilgi turizmi..vb), yerel-k\u00fclt\u00fcrel \u00fcretimin oldu\u011fu ve sergilendi\u011fi, tematik m\u00fczelerin olu\u015fturuldu\u011fu, kentsel doku ve mimari dil b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fcn sa\u011fland\u0131\u011f\u0131, tarihi miras\u0131n korundu\u011fu,\u00e7a\u011fda\u015f standartlarda bir tarihi merkez\u201d gibi <strong>\u201cSuri\u00e7i Vizyonu<\/strong>\u201d olu\u015fturulmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Sonraki a\u015famada ise <strong>Ma\u011fusa Suri\u00e7i\u2019nin y\u00f6netim s\u00fcre\u00e7lerinde<\/strong> farkl\u0131 akt\u00f6rlerin yer ald\u0131\u011f\u0131, yerel y\u00f6netime ba\u011fl\u0131 veya yerel y\u00f6netimden ayr\u0131 bir koordinasyon mekanizmas\u0131n\u0131n olu\u015fum modelleri tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Modellere ba\u011fl\u0131 Yap\u0131, yetki ve sorumluluklar ile b\u00fct\u00e7e ve kapasite \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr. ya\u015fam kalitesini ve ekonomik geli\u015fme d\u00fczeyini artt\u0131r\u0131lmas\u0131 hedeflenerek, \u00d6zel m\u00fclk sahipleri i\u00e7in restorasyonlara y\u00f6nelik maliyet i\u00e7in mali te\u015fvik ve teknik destek verilmesi; yap\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclen m\u00fczelerden giri\u015f \u00fccreti al\u0131nmas\u0131; hem ge\u00e7mi\u015f hem de g\u00fcndelik ya\u015fam\u0131 anlatan bir kent m\u00fczesi, tarih ve arkeoloji m\u00fczesi, \u00e7a\u011fda\u015f sanat m\u00fczesi gibi en az 3 ayr\u0131 m\u00fczenin hayata kazand\u0131r\u0131lmas\u0131; bu m\u00fcze gelirlerinin belli bir oranda kentte katk\u0131 yapmas\u0131; sembolik bir \u015fehir konaklama\/gece ba\u015fa\u0131 vergisi al\u0131nmas\u0131; Belediye\u2019nin gelirlerinden belli bir oranda Suri\u00e7ine katk\u0131 yapmas\u0131; geleneksel \u00fcr\u00fcnlerin belli standartlarda, standtlarla belli g\u00fcnlerde, \u00fcreticiden turiste sat\u0131\u015fa sunulmas\u0131 g\u00f6sterge olarak sunulanlardan baz\u0131lar\u0131d\u0131r.<\/li>\n<li><strong>Proje y\u00f6netimi ve kurumsal geli\u015fme i\u00e7in, <\/strong>Miras alanlar\u0131nda kurumsal etkinlik ve k\u00fclt\u00fcr miras\u0131 kamu y\u00f6netiminin geli\u015ftirilmesi amac\u0131 \u00e7er\u00e7evesinde;
