Basically it deals with the entry into the town and the inspection of the buildings and management of the reconstruction.<\/p>\n<p>We are speaking mainly about the fenced city. Of course, Famagusta is not only the fenced city, but we are dealing with that part of the city that requires controls and management. The fenced city has changed over these 40 years; we can see this on the Google satellite pictures, we can see the differences.<\/p>\n<p>The fenced city is made up of the coastal front and the area at the back of the city, which has different characteristics. Over the years, the city has created a unique ecosystem that is worth studying; it has created the laboratory that Nikos Mesaritis spoke of earlier\u00a0\u2013 regarding\u00a0the behaviour of the materials and the abandoned buildings, the lack of maintenance \u2013 and it also\u00a0provides an important field for research\u00a0into people\u2019s memories which have been imprisoned for 40 years. There\u00a0is\u00a0of\u00a0course\u00a0a\u00a0need\u00a0to\u00a0connect\u00a0the\u00a0inhabitants\u00a0with\u00a0their\u00a0memories\u00a0in\u00a0the\u00a0reality\u00a0of\u00a0the\u00a0fenced\u00a0city.\u00a0All\u00a0thesethings\u00a0must\u00a0be\u00a0recorded\u00a0and\u00a0documented,\u00a0since\u00a0they\u00a0will\u00a0constitute\u00a0valuable\u00a0material.<\/p>\n<p>The resettlement procedures do not have to wait until we enter the city. Studies are being conducted on the data, the inhabitants\u2019 positions must be recorded, and we must shape a vision on the role of the city.<\/p>\n<p>This is the purpose of the emergency plan. The basic aim is to ensure safe access and delivery to the inhabitants. Emergency infrastructures must be created and the municipal authorities must be established in the city so that they can operate from then on.<\/p>\n<p>There\u00a0are\u00a0long-term\u00a0hazards\u00a0in\u00a0this\u00a0effort:\u00a0delays\u00a0in\u00a0the\u00a0return,\u00a0delays in development, failure of economic activity, lack of balanced development.<\/p>\n<p>There are medium-term hazards: hasty settlement, unsafe restoration of buildings, lack of programming in interventions, delays, etc.<\/p>\n<p>We\u00a0are\u00a0dealing\u00a0first\u00a0with\u00a0the other hazards. What we will find there, the land mines, traps, unexploded missiles, destroyed roads \u2013 matters that must be solved before the inhabitants can enter.<\/p>\n<p>The first thing we must do is a quick inspection to ensure safety of access so that the buildings to be handed over to their owners. The\u00a0inspection\u00a0teams\u00a0will\u00a0not\u00a0make\u00a0decisions\u00a0regarding\u00a0demolitions.What\u00a0we\u00a0will\u00a0have\u00a0to\u00a0do\u00a0is\u00a0organise\u00a0the\u00a0teams\u00a0by\u00a0drawing\u00a0up\u00a0a\u00a0list\u00a0of\u00a0engineers\u00a0and forming teams of three, and divide the city into sections so that each team can have its own area to inspect and move on.<\/p>\n<p>Each\u00a0team\u00a0can\u00a0inspect about 5 buildings a day. If there are about\u00a01500-2000\u00a0buildings, we will need 20 three-member teams in order to complete the task in a month. You\u00a0can\u00a0appreciate\u00a0the\u00a0enormousvolume\u00a0of\u00a0work\u00a0that\u00a0must\u00a0be\u00a0done.\u00a0It\u00a0is\u00a0not\u00a0a\u00a0simple\u00a0thing\u00a0that\u00a0can\u00a0be\u00a0completed\u00a0in\u00a0a\u00a0week.<\/p>\n<p>The\u00a0teams\u00a0of\u00a0three\u00a0will\u00a0consist\u00a0of\u00a0at\u00a0least\u00a0one\u00a0experienced\u00a0civil\u00a0engineer,\u00a0and it is desirable to have a second civil engineer and an architect \u2013 there is an issue regarding the equipping of these teams.<\/p>\n<p>We\u00a0will\u00a0now\u00a0go\u00a0on\u00a0to\u00a0the\u00a0reconstruction\u00a0regulations,\u00a0where\u00a0permits\u00a0will\u00a0be\u00a0required\u00a0for\u00a0repairs\u00a0and\u00a0restoration,\u00a0permits\u00a0for\u00a0demolition\u00a0and\u00a0construction\u00a0of\u00a0new\u00a0buildings. There\u00a0is\u00a0guidance\u00a0from\u00a0thestate\u00a0regarding the degree and manner of implementation of the requirements and new regulations \u2013 for example fire-protection and anti-seismic construction.<\/p>\n<p>The role of the state is to guide and not impose. The owners themselves must decide about the fate of their properties, while following a few simple rules. It is essential to have quick responses by the state on the matter of permits. Special mention must be made to Famagusta Municipality. It represents the citizens and must take over the city; it must establish itself and begin to undertake the powers of a working municipality to the extent that it is able to do so.<\/p>\n<p>The demolitions and repairs are very important. As I said, the inspection teams do not decide on the demolitions \u2013 the owners will appoint their own engineer. What must be said is that we must not be afraid that the state will come in and demolish buildings; on the contrary, the role of the state must probably be to see which buildings must be preserved in order to preserve the nature of the city.<\/p>\n<p>The\u00a0other\u00a0thing\u00a0our\u00a0team\u00a0will\u00a0do\u00a0is\u00a0to\u00a0guide\u00a0the\u00a0engineers in connection with the reconstruction. An engineer who undertakes to reconstruct a building must have guidance and we are preparing a manual\/practical guide, which we hope will be published in 2017, in order to help the engineers make their decisions. It\u00a0goes\u00a0into\u00a0quite\u00a0a\u00a0lot\u00a0of\u00a0detail\u00a0regarding\u00a0what\u00a0we believe should be done.<\/p>\n<p>Guidance is also needed for decision-making. This is perhaps the most crucial point, where an engineer must decide what to do, how to reconstruct the building.<\/p>\n<p>I will close as I always close my presentations on Famagusta, with a hymn to technology which goes beyond death and destruction.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Floros Panteli, Civil Engineer<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Good morning.<\/p>\n<p>I will speak very briefly, owing to the lack of time, to the primary inspection of the buildings, which is part of the work our team has been doing.<\/p>\n<p>As Themos Demetriou has said, the first inspection of buildings has nothing to do with classifying the buildings or issuing instructions as to whether they should be demolished or anything else. The final decision is with the owner. The first inspection aims at checking whether access to the buildings is safe. If it is not, the owner will be notified.<\/p>\n<p>In addition, in parallel to the inspections to be made by the team of engineers, a record will be made of information regarding the types of buildings \u2013 stone-built, concrete, metal, number of floors, whether there is a basement or not, etc \u2013 which will be supported by photographs. A study is taking place to ensure that these inspections are done electronically and the observations and photographs will be sent immediately to an electronic file. This is a matter under examination.<\/p>\n<p>We have prepared a form that will be given to the teams of engineers who will carry out the inspections, so that the various data can be recorded \u2013 as you can see &#8211; I won\u2019t go into detail. Another area we have undertaken is to train the engineers who will do this work, in connection with both the methodology to be followed and the dangers they will encounter during their inspections and the safe performance of their work. As Themos Demetriou said, there might be unexploded missiles, pits, elements from buildings about to fall down.\u00a0 For all this a methodology will be created for safe work, written hazard assessments, which will be transmitted to the teams of engineers so that they will be prepared and experienced to do their work.<\/p>\n<p>Thank you.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Michael Petrou, University Professor<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Good morning from me as well.<\/p>\n<p>I will speak about a practical matter: the management of waste from excavations, construction and demolition. I will say first that it is the owners\u2019 right to decide what to do with their buildings, but we can all understand that a significant volume of solid waste will be produced, which must be managed. I will remind you that there is a national target and commitment that by 2020 all waste must be collected and 70% must be recycled. I will also point out and underline that a correct waste management means the saving of a number of mountains, and as you all know, we don\u2019t have many of those available. We have the 2011 law which was amended in 2013 and provides for the management of this type of waste. There are licensed plants \u2013 at least 4 so far: one in Larnaca, two in Limassol and one in Nicosia, which recycle waste. There are many companies that collect waste. Unfortunately, the picture a short time after the law was enacted was the one you can see \u2013 not the one on the left &#8211; that one is to do with sorting, is of a mountain of rubbish. It is important to set a strategy for managing waste. There needs to be primary evaluation, in order to sort the waste into different categories; for example, the materials must be separated. Concrete contains large quantities of chlorides. Recycling plants must be licensed close\u00a0to\u00a0the\u00a0production\u00a0area,\u00a0for\u00a0example,\u00a0Larnaca\u00a0or\u00a0Limassol.\u00a0And\u00a0Irepeat\u00a0and\u00a0underline,\u00a0the\u00a0materials\u00a0must\u00a0be\u00a0recycled.\u00a0This\u00a0can\u00a0be\u00a0done\u00a0\u2013\u00a0for\u00a0example,\u00a0the\u00a0asphalt\u00a0mixtures\u00a0can\u00a0be reused on the roads. We will also recycle the concrete \u2013 break it up and convert it to aggregates and reuse it. The European standards include this possibility and allow the recycling of these materials. If we decide to do this and implement it, we add value to these materials, therefore we have an incentive to use them. Of course, this is not just a theory; at least at Cyprus University, and I imagine\u00a0at other universities also, we have tested the reuse of aggregates in concrete.\u00a0On\u00a0thetop\u00a0table\u00a0you\u00a0can\u00a0see\u00a0the\u00a0tests\u00a0performed\u00a0and\u00a0below we see the production of concrete materials which have both mechanical and strength characteristics which, I repeat, enable us to use them in construction.<\/p>\n<p>Finally,\u00a0I\u00a0would\u00a0like\u00a0to\u00a0stress\u00a0that\u00a0we\u00a0do\u00a0not\u00a0wish\u00a0to\u00a0create\u00a0mountains\u00a0of\u00a0waste and we do not want to use up whole mountains to use in our constructions.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>B\u0130NALARIN DENET\u0130M\u0130, MALZEME ARA\u015eTIRMASI VE ONARIM \u0130\u00c7\u0130N OPERASYONEL B\u0130R\u0130M<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Temos Dimitriyu, Koordinat\u00f6r, \u0130n\u015faat M\u00fchendisi<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Ekibimiz \u00e7e\u015fitli konularla ilgilenir. Orada bulaca\u011f\u0131m\u0131z \u015fey, kara may\u0131nlar\u0131, tuzaklar, patlamam\u0131\u015f f\u00fczeler, tahrip edilmi\u015f yollar gibi, kentin sakinleri girmeden \u00f6nce \u00e7\u00f6z\u00fclmesi gereken meselelerdir.<\/p>\n<p>Yapmam\u0131z gereken ilk \u015fey, binalar\u0131n sahiplerine teslim edilmesini sa\u011flamak i\u00e7in, eri\u015fim g\u00fcvenli\u011fini sa\u011flamak i\u00e7in h\u0131zl\u0131 bir denetlemedir.
